The Immigration & Mobility Manager will lead and manage complex immigration, mobility and compliance programs supporting a growing, diverse population of ASM talent.  This role oversees US immigration processes and vendor management, domestic relocation policy and I-9 program ownership.  The ideal candidate is detail-oriented, proactive and highly skilled in navigating immigration policy, HR compliance frameworks and vendor relationships. 

Essential Duties & Responsibilities 

Strategic Immigration Program Leadership 

  • Develop and execute a comprehensive immigration strategy aligned with workforce planning and organizational goals. 
  • Manage overall immigration policy design, updates and implementation, ensuring alignment with business objectives and regulatory changes. 
  • Provide strategic guidance to executive staff, managers and People Partners on immigration processes, timelines, risks and compliance requirements. 
  • Serve as the primary point of contact for all immigration matters, advising employees, leaders, and HR / TA partners on global and US immigration requirements, policies and complex case scenarios. 
  • Monitor and analyze immigration trends, regulatory changes and enforcement activity to proactively inform leadership and update policies. 

Immigration Support & Global Mobility Liaison 

  • Serve as the US liaison for Global Mobility programs, coordinating international assignments, visa strategy and cross-border workforce needs. 
  • Provide timely, accurate and empathetic guidance to employees, managers, and stakeholders on international transfers, relocations and immigration impacts on employment decisions. 
  • Partner with Talent Acquisition to assess sponsorship eligibility and advise on candidate cases and hiring scenarios to support competitive talent decisions while maintaining compliance and internal consistency. 
  • Partner with Global Mobility team to ensure seamless end-to-end mobility processes 
  • Support employees through immigration milestones, documentation needs and compliance touchpoints. 

Vendor Management 

  • Lead the relationship with immigration, mobility and relocation vendors, ensuring high-quality service delivery, performance accountability, program consistency and positive employee experience. 
  • Oversee vendor contracting, renewals, service-level expectations, escalations and continuous improvement efforts. 
  • Collaborate with vendors and internal teams to optimize case processing efficiencies, communication workflows and reporting. 

US Domestic Relocation Policy 

  • Own and manage the US domestic relocation policy, ensuring clarity, compliance and alignment with mobility best practices. 
  • Partner with internal stakeholders and external relocation providers to manage relocation cases, cost estimates, exceptions and escalations. 
  • Conduct periodic policy reviews to ensure competitiveness and operational effectiveness. 

Executive and Legal Interface 

  • Collaborate with executive leadership and general counsel on immigration-related risk management, policy approval and strategic workforce planning. 
  • Prepare and present immigration and mobility program updates, KPIs and compliance reports to senior leadership. 
  • Advise on complex cases or escalations requiring legal interpretation or executive decision-making. 

I-9 Program Ownership 

  • Oversee comprehensive I-9 program management, including strategy, retention compliance and internal audits. 
  • Ensure accuracy and compliance with federal regulations 
  • Own vendor management and system administration for the I-9 platform 

Compliance & Audit Readiness 

  • Partner with Legal and People teams to support aligned audit readiness, data integrity, reporting and documentation. 
  • Align necessary compliance actions to the annual People compliance calendar, including training, policy reviews and onboarding updates. 
  • Monitor federal and state regulatory changes affecting immigration, mobility and employment compliance, recommending timely updates to practices and documentation. 

Policy & Handbook Management 

  • Participate in employee handbook audits, policy publication cycles and signature tracking to ensure full completion and compliance. 
  • Support Employee Relations partners with policy documentation, escalations and enforcement actions related to immigration or employment eligibility issues. 

Required Qualifications 

  • Bachelor’s degree in Human Resources, Business Administration or related field. 
  • 7+ years of immigration experience, including at least 2 years in a leadership or program-owner role. 
  • Strong knowledge of US immigration regulations, global mobility concepts, employment eligibility verification and audit / compliance principles. 
  • Experience managing external vendors, including immigration counsel and relocation providers. 
  • Proven ability to develop and implement strategic programs and influence senior stakeholders. 
  • Excellent organizational, communication and project management skills. 
  • Ability to manage multiple priorities and successfully work cross-functionally. 

Preferred Qualifications 

  • SHRM-CP/SCP or PHR/SPHR 
  • I-9 and E-Verify certifications 
  • Immigration Law or Paralegal Certification 
  • Experience with global mobility programs, international assignments or relocation policy management.

This role will be based out of our Phoenix – Elwood location until ASM’s new American headquarters building has been completed in North Scottsdale.
