Job Description Summary

As the primary executor of Occupational Health (OH) management for ASM China's Service Region, you will be instrumental in building a leading OH system. Your focus will be on four core pillars: ensuring strict regulatory compliance, protecting employee health, implementing global standard and meeting customer EHS standards.​ You will establish and operate a robust OH system tailored to the specific hazards of the semiconductor equipment industry and Chinese regulations. By accurately identifying occupational hazards, implementing health monitoring & Employee Health Check, and strengthening training and protection programs, you will mitigate legal exposure and provide professional OH support to regional sales, service teams, and customer sites. This role will also assume certain service safety responsibilities based on business needs.

Education / Experience

  • Bachelor’s degree or above in Nursing, Occupational Health and Safety Engineering, Occupational Health, Chemical Engineering, Applied Chemistry, or a related field. A master’s degree or experience in the semiconductor industry is preferred.
  • Proven Occupational Health management experience in a semiconductor equipment manufacturing/service environment (e.g., LAM, AMAT) or a fab (e.g., SMIC, TSMC).
  • Experience in establishing, operating, or auditing an ISO 45001 system.
  • In-depth understanding of local EHS laws and regulations, particularly Occupational Health.
  • Familiarity with occupational health practices, health promotion, and basic EHS principles.
  • Willingness to learn and grow within a global EHS framework.

Essential Duties and Responsibilities

The position is responsible for the management of ASM Health programs throughout the China service region and supporting regional service throughout China in coordination with the Reginal Service Safety.  Responsibilities include developing, maintaining and managing ASM’s Health program to support the China Service organization to:

  • Interpret and implement national and local OH regulations to ensure 100% compliance.
  • Develop, maintain, and manage OH procedures covering hazard identification, prevention and control, and emergency response.
  • Conduct regular spot checks to monitor procedure implementation and prevent non-compliances.
  • Identify occupational disease hazards for all regional employees.
  • Ensure formal notification to employees exposed to hazards through contract appendices and risk notification forms.
  • Plan and execute the OH physical check program, including pre-employment, annual, and post-resignation examinations for all applicable ASM China employees across multiple major cities.
  • Maintain and enhance a meticulous personal occupational health archives for each exposed employee, as required by law. Provide sealed copies to departing employees promptly.
  • Develop and deliver specialized OH training (pre-job, on-job, transfer) covering hazard identification, PPE usage, and emergency procedures. Conduct refresher training.
  • Oversee the demand collection, procurement, and distribution of OH-related PPE (e.g., gas masks, chemical protective clothing) and emergency supplies.
  • Perform regular fit-tests and usage checks to ensure proper PPE utilization.
  • Manage all government declarations, data filing, and communications with local health commissions and emergency management departments. Accept the government inspection and meet the expectations.
  • Partner with customer EHS teams to implement site-specific OH requirements (e.g., pre-entry training, PPE alignment) and conduct reviews to share best practices. Complete the investigation or audit from customers without major findings and meet customer expectations.
  • Prepare the OH management reporting and detailing risk points, improvement progress, and regulatory updates.
  • Implement Global OH procedures and drive initiatives to align and improve the regional OH system with global ASM standards.
  • Assume partial responsibility for service safety management, which includes 1, Daily Operations:​ conducting safety training, inspections, SIR tracking, reporting, and customer audits. 2, System Development:​ Developing and implementing a Chinese hazard investigation system and signed safety responsibility systems for all organizational levels etc.

Knowledge, Skills and Abilities:

  • Understanding of occupational health regulations in China, especially in high-tech or semiconductor environments.
  • Experience with Industrial Hygiene and Occupational Health methods applicable to semiconductor environments.
  • Excellent written and verbal communication skills in both English and Mandarin.
  • Strong analytical and problem-solving skills, with the ability to influence and collaborate effectively across all organizational levels.
  • Ability to thrive in a fast-paced, changing environment and adapt to evolving business strategies.
  • Ability to work independently and collaboratively in a multicultural, fast-paced environment.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).
  • Strong organizational and documentation skills.
  • High level of integrity and confidentiality in handling employee health information.
  • Knowledge return-to-work programs.
  • Willingness to continually learn and grow

Licenses/Certifications

  • Certified Industrial Hygiene/Occupational Health Professional (or comparable certification) is preferred.

Travel

  • <30% (mostly within China)
